Voting jurisdictions can be counties, towns, etc., depending on state law. Many appear in multiple columns, for example if they have machines to help people with disabilities, they are also in a column to hand-count or scan ballots, and may have other machines to scan mail-in ballots. Alaska has the same system state-wide, and appears once.
